You will need a passport and an international driver’s license as well as a valid license from your home country (unless you are from one of the surrounding Arab speaking countries) and you must be at least 26-28 years of age with most car rental companies. Be wary of traffic and allow time for travel; Giza to Cairo city or Cairo City to The International airport both take around 1 hour outside of peak driving times.
